The Owen Brown Village Board meets the first and third Tuesday of each month at 7 pm in the Elkhorn Room of the Owen Brown Community Center. Residents are welcome to attend these meetings and to speak to the Board regarding any issue or concern during Resident Speakout. The next meeting will be held on Tuesday, August 5, 2008 at 7 pm and the agenda will be available at this site by 5 pm on Friday, August 1,2008.

New Town Zoning Task Force A task force composed of representatives from Columbia's villages began meeting in late 2006 to consider the problems of uncoordinated redevelopment and infill, as well as issues of density, affordable housing and current urban planning concepts. The task force concludes that a unifying and updated master plan is needed now for Columbia, and the new plan should ensure that the community has a primary role.
Below are the results of work of the New Town Zoning Task force.

Cul-de-Sac Beautification Program - The Owen Brown Village Board has included $1,000 in its FY’07 budget to be used for cul-de-sac beautification. Residents may apply for a grant of up to $200 for plantings. Applications, available at the OBCC, must include the following: • “Before” Photograph of the cul-de-sac • Request signed by 80% of residents surrounding the cul-de-sac • Proposed Planting Plan • List of plants to be used Applicants must acknowledge that: • The County will not replace dead or diseased trees and plant materials installed by residents. • Residents are responsible for replacing dead or diseased plantings they install in their cul-de-sac. • Residents must properly maintain their approved landscape plan. Applications will be reviewed by the village and, if approved, forwarded to Howard County for approval. When the application is returned to the village with county approval, the cul-de-sac contact will be notified. When the planting is completed an “after” photograph and receipts (up to $200) must be provided. A check for reimbursement will be mailed to the contact person who is responsible for dividing the money among the residents who purchased materials.
Newsletter Ads - We are now accepting ads to be included in the February issue of The OBserver which will be delivered to all village residences between the 2nd and 4th of February. Ads range in cost from $25 for a business card size to $150 for a full page. Ads must be “camera ready” and submitted by 5 pm on Thursday, April 24, 2008. For more information, call 410-381-0202
East Columbia Preschool, a cooperative preschool, located in the Owen Brown Community Center is currently enrolling 3 & 4 year old students for the 2007-2008 school year. Check the website, www.eastcolumbiapreschool.com for additional information.
New Polling Place--Howard County has moved the polling place at the 55+ Senior Center in the East Columbia Library back to its former location in Owen Brown Place, 7080 Cradlerock Way, near the Village Center and Tennis Bubble.
