The Oakland Mills Community Association (OMCA) is a non-profit civic organization whose purpose is to promote the health, safety, common good and social welfare of all its village members (owners of property within Oakland Mills' (OM) three neighborhoods, Steven's Forest, Talbott Springs, Thunder Hill, and tenants, who reside on property within Oakland Mills under a written lease). Oakland Mills was named for an historic Howard County mill. Thunder Hill was the name of the original farm which occupied the property. Talbott Springs was an original land tract name from the 1800's. Steven's Forest is the original land tract name in Howard County. Charles Stevens acquired the land on May 10, 1709. Streets in Oakland Mills are named for works of Carl Sandburg, Andrew Wyeth and Ernest Hemingway.

The Other Barn, the Community Center for Oakland Mills Village since 1969, was once part of the Owings Dorsey Dairy Farm. It has been remodeled and decorated to preserve its rustic charm, yet provide a unique and pleasant atmosphere for groups wishing to meet or hold functions within the Village. The Other Barn is the meeting house for both the Village Board of Directors and the Resident Architectural Committee (RAC). It is also a reception hall, providing party space and meeting space accommodating groups/ parties of up to 240 people. It is the center for the Village's annual Oakland Mills Cultural Arts Festival, pictured above. The 2009 Oakland Mills Cultural Arts Festival will be held October 10, 2009. Plan to attend or consider being an exhibitor at this year's event. Space is available for arts, crafts or food concessions and displays by businesses, professions, churches or other non-profit organizations. Call 410-730-4610 for an application.

The Other Barn also offers the following services: copying, faxing, laminating and notarizing.

OMCA's Village Board of Directors and its representative to the Columbia Association Council are elected by the members to manage the business and affairs of OMCA. The five Board of Directors each serve one year term. The Oakland Mills Board carries out its duties with the assistance of committee volunteers and a paid staff located at the Oakland Mills Community Center, The Other Barn, 5851 Robert Oliver Place.  The Village Board meets the second and fourth Tuesday of each month at 7:30 p.m. in The Other Barn.  Residents are encouraged to attend and speak out on any issues or concerns. Each Board member chairs standing or special committees comprised of volunteers from the community. Each committee is assigned powers and duties as deemed desirable by the Board of Directors.

The following are volunteer opportunities in the Oakland Mills Community: Board of Directors (elected, one year term), Columbia Council Representative (elected, one year term), Resident Architectural Committee, Oakland Mills Cultural Arts Festival Committee, Election Committee, Housing Committee, Music and Arts Committee, Street Captains, Programs and Events - including but not limited to Lively Arts For Little Ones, Annual Pool Party, Holiday Parties, Neighborhood Fairs, and Community Wide Clean Up Events.
